It is the mission of CAPCIL, in partnership with community stakeholders, to empower low-income persons and other vulnerable populations of all ages, through the creation and implementation of poverty-fighting initiatives for those in crisis and those who seek a life of lasting independence.

With a growth mindset, we believe in individual responsibility and the value of positive characteristics. We prioritize generating positive outcomes over hours spent, viewing prosperity as a journey requiring continuous growth. Our core values center around changing lives with compassion, dignity, and respect.

What we have to offer.

Personal & Community Development

CAPCIL offers life coaching services for families in their Head Start, Early Head Start, Hand Up Project, and Strengthening Working Families Initiative programs. Personal Development Coaches work weekly with individuals to overcome obstacles and achieve their goals. CAPCIL has also developed a Cognitive Behavioral Therapy Tool called GrowMe, which is now implemented under their Personal & Community Development Department.

Nutrition Services

Community Action offers Senior Nutrition services to individuals who live in Logan or Mason County and are home-bound due to age, disability, illness, or other restrictions. Eligible participants include individuals who are age 60 or older, as well as spouses or disabled individuals residing with them. Disabled individuals under the age of 60 may also be eligible if they reside in a housing facility with older individuals. Home-delivered meals are provided three days a week, and congregate meals are available at various social dining sites.

Head Start

The Head Start Program partners with communities to provide quality early childhood education to low-income families with children under the age of five. The program offers first-class early childhood programming, engages parents in the learning process at home and in class, and provides training to families to develop lifelong learning habits. Ongoing guidance and support are given to create and maintain healthy parent-child relationships, as well as supportive services to promote family well-being and financial literacy.
